Is PS Affirmative Action Planning and EEO-4 Reporting underwhelming?

The State of TN currently uses a custom .NET application for Affirmative Action planning and EEO-4 reporting. The custom solution is somewhat clunky but it allows narratives to be entered about the plan, policy statements, responsibilities, training/recruitment provisions, and more. Its also tied to the last census data to help stay on track with hiring throughout the years. We decided this year to replace the custom solution with delivered PeopleSoft functionality in hopes it would be more efficient, user friendly, and prevent transferring data between PS and the .NET application.
