OEM 13.4 Hardware Requirements Clarity

Hello,


We're looking to upgrade from OEM 13.2 to 13.4.

Upon reviewing the document: https://docs.oracle.com/en/enterprise-manager/cloud-control/enterprise-manager-cloud-control/13.4/embsc/installing-oracl…

We're unsure if the database requiring the latest PSU is for the database to be monitored, or the database hosted on the OEM server. Also, we're not sure if concurrent sessions is also respective to OEM hosted or monitored db.
