Patch Conflcit

We have a patch conflict.  We applied a one off-patch, 22358469, six months ago.  We applied the April Oracle db patch and got a conflict with 30691015.  Oracle says to deinstall 22358469, apply 30691015, reapply 22358469.  We did that and it said that it can't do it because it conflicts with 30691015.  It seems like the old chicken and egg qumire. The question is, does patch 30691015 supersedes patch 22358469?
