Issues downloading em_catalog.zip

Pre-Windows 10 / FireFox 75.0 I was able to download em_catalog.zip from https://updates.oracle.com/download/em_catalog.zip Now I am back to having it open the zip file.  I have already gone into Options > General > Applications and have verified that Compressed (zipped) Folder is set to Save File.  I am able to download other .zip files.  This one just seems to not work.  Has anyone else been able to successfully download em_catalog.zip using Windows 10 / FF 75.0?
