Upgrading OEM 12c to 13c

Reading previous documentation on OEM12c, there was a way to upgrade from OEM10/11 to 12 using a 1-system upgrade on a different host. Does the same exist for 12c (12.0.1.5) to 13c?  We'd like to install 13 on a different server, and I have not been able to find any documentation for this on Oracle's site.
