How to enable email notifications to be sent to rejected applicants when position is filled or close

Hi, I am trying to enable email notifications to be sent to applicants when position is filled or closed. I did not see any configuration pertaining to this and it looks like a customization. I am having hard time finding the event where the job posting status changes to closed/filled after another applicant has been hired. Has anyone performed similar customization? Any pointers would be greatly appreicated.
