Taxable wages not reducing by before-tax deduction

I have a transaction with an earnings code that is supplemental, does not add to gross pay, subject to FWT and FICA taxes. (Normally, this item is grossed up, but for a certain population we have to adjust our entry and essentially gross up manually due to this before tax deduction) Ex. $52,440.23

A second earnings code that adds to gross pay, tax method is specified on the pay sheet, not subject to FWT or FICA taxes. (This is to provide pay cash for the before tax and tax to come out of the transaction. It is removed via balance adjustment after the transaction confirms.) Ex. $
