UDO - FORMEXTNS - View Security - Only seems to work if "Admin"-level security also granted

I have a client who is using UDOs.  They have a role "UDO_Role1" that has been granted to users.  This role has been granted *ALL View security for FORMEXTNS.

UDO_Role1 has been granted Action (Add, Chg, OK)

They have created a FORMEXTN for application P4310.  Not all users granted UDO_Role1 can see the P4310 FORMEXTNS.

Users that CAN see the FORMEXTNS have also been granted an "Admin"-level role "Admin_Role2" with Task Explorer, Data Browser, *ALL action, *ALL application, *ALL PO security enabled.

Feature security has been enabled.

UDO View security (*ALL) has been granted to UDO_Role1.
