Question on JOB Record Tax_Location_Cd creating new fed tax data record

Hello:

Our payroll area questioned functionality whereby any employee whose Job Data record has been updated (since 1/1/2020) with a Transfer, Re-Hire, Promotion and/or Location Change was getting a 'system' record added to their Federal Tax record with dates that align with the job data change.  They indicated that this did not occur prior to updating the system with the new 2020 W-4.

When I investigated their examples, it appeared to me that a common factor was that tax_location_cd had changed on the individuals' JOB records.  I have looked at some records from 2019 and it did not appear to do this.
