Getting Parser Error in Template at Preview

So I am making changes to payslip for W4 changes.

Download template from server (RTF) and open in WORD.

Validate template to make sure I have a good starting point.

Error is given:

Error in validation: [042920_103753108][oracle.xdo.template.rtf.RTFTextParser][ERROR] [Line 1706.214] <?end for-each?> cannot close <?for-each-group:AC_DEDUCTIONS;./DISPLAY_NAME?> at [Line 1679.121].

The payslip generates fine within the app.

I added the necessary fields for the W4, still get validate/preview parser error but it runs great in app with new fields.

Sounds like a bug to me.

Attached is template we are using.  One is pre-changes and the other is with changes.
