Onboarding - Only assign if template assignment criteria met

I have setup onboarding for a small group of our employees.  I only want onboarding assigned if the criteria is met per the template assignment.  I am only trying to trigger onboarding when it is the intial hire action and a specific empl_class. This is the only line I have added to the template assignment.

I have the onboarding installation page configured with my template assignment.  When I hire someone who does not met the template assignment criteria, the onboarding role is being assigned and onboarding notification is being sent.  However, the onboarding event is not being created which is correct.
