When Absence Mgmt was introduced in 8.9 the ability to send the Absence hours to TL was by loading the Absence rows in TL Reported and processing to get to Payable Time.  This worked for Comp Time as the TL Reported ran through Time Admin and was updated the TL Comp Time Balance.  After that, it was change to go to TL Payable Time directly which meant the TL Reported rows for Comp Time could not be processed,  We reprogrammed the Pass Through Process for Absence to TL so that the TRCs could be loaded in to TL Reported and
