Issue with Cross Validation Rule merge between two instances

We are trying to merge Cross validation rules of two regions EUR and ASIA. ASIA is the source and EUR is the destination, at receiving end. Now due to the difference in CVR setups between two instances we are facing few issues. For example:

In EUR, accounts 1911 to 1914 and 1916 to 1960 are excluded, it implies 1915 is included.

In ASIA, accounts 1911 to 1960 are all excluded, it implies 1915 is excluded.

Now how we can merge these kind of CVRs to serve the purpose of both regions, i.e, For ASIA exclude everything, but for EUR exclude everything include 1915. We have separate responsibilities for EUR Ledgers and ASIA Ledgers.
