What is the usage of Purchase Orders with only description and No Inventory Items

Hello

I need to understand the relevance and business case of Creating such PO where No Inventory Item (As it is a Non-Mandatory field) is selected on the line and only Item Description is entered.

Please explain by citing some real time examples.
