Tools Release 9.2.4.3 personal forms; forms extension; custom grid questions.

1) Is it possible to do the following using personal forms, forms extensions, or custom grid?

Example:

Field SRP4; I can now change the description using the custom grid tool. However can you add processing logic as follows, Where SRP4 = value xxx highlight blue?

Also, I'm trying to understand why personal forms and forms extensions are not available on all forms at the Grid level.

I did not find this functionality in the most recent version of 2384606.1, please advise.
