TR 9.2.3.1 Saving NER to PAR file from OMW no source or include in PAR

Im trying to copy an NER from a TR 9.2.3.1 install back to one on 9.2.2.1 the PAR file that gets created on 9.2.3.1 does not have the source and include folders and when I restore it the specs are not updated. 

I did a get, built the BSFN, then saved it via OMW.

Is 9.2.3.1 no longer backwards compatible to 9.2.2.1 to save and restore an NER?
