Internal shipment cannot found Source Organization for IR creation

I have a new Organization define in Oracle EBS, we use Internal Shipment for shipping between Organization and Entity, when create IR , I cannot select Source Organization that i want.

How to setup for this?

in the source Org / source Entity is our existing.

in the destination Org / destination Entity is new.
