9.1 fat client installation in Windows 10

Since Windows 7 support finished . We have to migrate 9.1 fat clients(TR 9.1.5.7) to Windows 10 machine .

Installation steps:

1.client 32 bit software installation - This was not successful, Getting MTR failure error

2.Oracle DB installation - Though above step failed, proceeded DB installation  . this steps also failing The command failed with error -1,

3.VS studio 

4.Full package installation

Tried with OEESetup -ic:\oracle -nE1Local -p<password> command line installation of oracle DB, still its failing with The command failed with error -1.

Cleared oracle registry then also its failing with error -1

Did you guys faced issue like this in Windows 10  64bit machine ? Please suggest.
