R1213: EBTax- Expert rules is not precedence with Default rules

Hi Guru's,

The Expert rule which we have created is not precedence with Default rule for Determine Tax Rate, Expert rules is to calculate 5% RCM Tax Code if Registration status is NO but we made default Rule is 5% Input,

while creation of Invoice with Unregistered Suppliers as per the Rule It will take Expert Rule Tax Rate instead it is taking default rate code.

Please guide us why the expert rule is not precedence with default rules.
