I could start a whole blog just on "issues" found in the Oracle docs.  And I'm not just talking about the occasional poorly-worded statement. 

Instead, I'll just start this thread and add to it as I stumble across things.  I won't re-hash the issues I've brought up in several of my recent threads.  Maybe no one will care, but if someone does (and I've had indications in other threads that someone with actual input at Oracle is at least nominally following these), but at least it will allow me to shine some light.

First up,  in the 19c Database Installation Guide For Windows, we see this:
