SO Hold Code updates F4209 but not F4201

Hello,

I am trying to troubleshoot an issue where we cannot release hold codes using P43070. In DV we can release held orders no problem. In PY (We should) have the same setup but when we remove the hold code in P43070, it removes the order and adds the correct information in the F4209 BUT the order does not get released in the F4201 table.

Any ideas as to why it would show released in F4209 but it does not update the sales order?

Any places you recommend checking besides the basics (P42090, Processing options [P4210, P42101, P43070], UDC)?
