DB performance -AWR

Hello Gurus,

From the below AWR can we conclude that system is straving for CPU or system is CPU bound. From the host and instance CPU it looks like system is not pegging for CPU . I see lot of Idle cpu's. But i see that End load average is very high though so i'm bit confused.

Any guidance on this would be really appreciated.
