ORA-01001: invalid cursor DBD ERROR: OCIStmtExecute Error occurred performing database sanity checks

I am in the process of completing a 19c DB upgrade from 11.2.0.4 for E-Business 12.25 on Solaris SPARC 11.4 64-bit and am now unable to apply a post upgrade patch to the application.

While running the following as outlined in the interoperability note, Interoperability Notes: Oracle E-Business Suite Release 12.2 with Oracle Database 19c (Doc ID 2552181.1)

adop phase=apply patches=19007053 apply_mode=downtime

I got the this error almost right away:

Error Message:

ORA-01001: invalid cursor

ORA-06512: at "SYS.DBMS_METADATA_UTIL", line 3405

ORA-06512: at "APPS.AD_ZD_ADOP", line 2691

ORA-06512: at line 4 (DBD ERROR: OCIStmtExecute)    [UNEXPECTED]Error occurred performing database sanity checks
