table chain rows and reorg

When a table should be reorged if there are chain rows in the table? I mean should the table be reorged if the % of chain rows exceeds a threshold ( say 5%, 10%, or 85%)? What's the best way to reorg a table that has chain rows?  The database environment is Oracle 12.1c.
