Contract Control Business Unit not functioning as required

The Contract Control Business Unit field is marked as a required on the Contract Entry page however purchasing contracts can be created without a value being added in the field.  We are currently on  Image 33, PeopleTools 8.57.09. Do anyone know why this is happening?  Below is the warning message that appears.
