tnsping 32-bit Windows: Version 12.2.0.1.0 works fine tnsping 64-bit Windows: Version 12.1.0.2.0 gives error

Your help to explain this will be highly appreciated.

\product\12.2.0\client_1\bin\tnsping <address> uses LDAP:

tnsping <address>

TNS Ping Utility for 32-bit Windows: Version 12.2.0.1.0 - Production on 07-MAY-2020 15:14:37

Used parameter files:

X:\XXX\xxxxxx\xxxx\sqlnet.ora

Used LDAP adapter to resolve the alias

Attempting to contact (DESCRIPTION=(ADDRESS_LIST=(ADDRESS=(PROTOCOL=TCP)(Host=xxx-xxx.xxx.xxx)(Port=9999)))(CONNECT_DATA=(SERVICE_NAME=AABBB.xx.xxx)))

OK (120 msec)

tnsping \Middleware\Oracle_Home\bin>tnsping <address> 'refuses' to use LDAP and issues an error if no valid tnsnames.ora can be used instead.
