Recruiting 9.2 - Missing Applicant Screening tab

In our current release we don't have the Applicant Screening tab. I can add screening levels in the system but I don't see the Applicant Screening page in the Manage Job Opening page. Is this just a security issue or does something needs to be setup to display this tab?
