R12 - Transfer Price Not being picked up for Intercompany - 2 OUs

I have done ICO setups before and I must be missing something very basic in my new enviroment, my Transfer Price rule @ 110% on raw labor cost is not being picked up for a new OU.

Thoughts, nothing is too basic, maybe there's something I'm thoroughly overlooking.  All existing setups which work on other OU's. just not in new configuration.

odd thing, in the log, the denom transfer price is correct, 1200 SGD + 120 SGD for my markup, this is a USD project. project functional currency is EUR.

p_denom_tp_curr_code : SGD
