Eff Date on Federal & State W-4

I have searched and am unable to find anything.  If something already exists, please point me in that direction.

I am looking for information regarding the effective date on federal, state, and local tax data pages.  Can each page have its own effective date?  One effective date for all pages doesn't accurately reflect when changes were made and can cause confusion in review, queries, and audits.

Is this something that has been addressed or questioned or is there something in the idea space regarding this?
