Oracle 19c 32 bit client home (NT_193000_client_home) on Windows server 2012 R2

I'm installing Oracle 19c 32 bit client home (NT_193000_client_home) on Windows server 2012 R2. I uninstalled old 12 client. I'm getting into the error stating 'Oracle SQL Plus has stopped working' . I installed 64 bit client on other servers successfully. Any help on this?
