Where is the "Pre-Upgrade Information Tool" ?

Currently working on upgrading from 12C Release 1 (12.1.0.2.0) to 19C. In process of doing preliminary steps, and reading the "Oracle Database Upgrade Guide 19C (E96252-20 May 2020)". This document directs you, on page 31, to download the "Pre-Upgrade Information Tool" available at My Oracle Support. Searched for that specific tool at My Oracle Supprot with no success.

Anyone have the link to it?
