M43082 - new version - does it require a Server update package?

This is JDE 9.2 U3 with tools 9.2.4.1

New version created for M43082 and security changed to map *PUBLIC to new version.  At login it says PO Approval but blank page.  Works fine with ZJDE0001 version.
