Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. What criteria may cause a negative accrual rate to be used for work based timecard revenue?

What is the purpose of the accrual rate? I think this will help me sort through. We do not have a labor billing client extension.
