Dear Greater Helpers, Need your help to know why i am not able to transact move order (Pick Wave))

Dear Greater Helpers,

Greetings,

Need your help to know why i am not able to transact move order (Pick Wave) for internal order with quantity more than requested quantity.

Knowing that i have set the profile option "OM: Over Shipment Tolerance" with very big number 10000.

What i want to be able to transact quantity more that requested.
