Classic to Integrated Extract - Extract is not ready when it should be

I'm trying to upgrade from Classic Extract to Integrated Extract, but INFO EXTRACT ... UPGRADE continues to report "Extract E000028A is not ready to be upgraded because recovery SCN 5445475647 has not reached SCN 5445783742."
