upgrade OEM 12.1.0.4 to 13 on a new server

When upgrading OEM from 10g to 12c there was documentation to upgrade to a new server.  I am seeking documentation to upgrade from 12.1.0.4 on HP UX to 13c on LINUX 7.6.

I'm thinking that it would be cleanest to just install the new OMS and OMR shutdown the old agents and then start new ones.

All insights welcome.
