Personal Form Security

Hello,

Is it possible for a user to have access to the same program, Item Master Revision P4101?  We currently have a user that has the ability to view only the P4101, but we would like for him to be able to change a couple of fields on the page.  I was going to create a Personal Form to only provide access to only the fields he would be able to change, but my question is can he have both view only access to the standard form and the ability to change only the personal form page that I create?
