UDO - ONEVIEW - View Security - *PUBLIC view security does not work in Production

I have a situation where *PUBLIC view security has been granted for all ONEVIEW reports.  There are also several entries for various roles, including <Role1> and <Role2>, for all ONEVIEW reports

Users with <Role1> are able to view ONEVIEW reports in non-Production environments (DV, PY).

Users with <Role1> are NOT able to view ONEVIEW reports in Production.

If I assign <Role2> to the user, user is able to see the ONEVIEW reports in non-Production and Production.

F00950 and F00950W are shared between non-Production and Production.

Cache has been cleared after all security changes.

Are there any ideas on why it is working in non-Production and not Production?
