Selling Extended Warranties through Order Mgmt

We have been testing selling extended service warranties through Order Mgmt.  Everything works fine except for our PTO Models. 

We have TOP Level PTO Model that has multiple ATO Models under it.  These ATO Models are configured using configurator.   I have applied the Extended Warranty to the PTO Model (Doc ID 1330315.1 ) & ( Doc ID 558780.1 ) and allowed Oracle to cascade down the extended warranty to all serviceable options from the PTO Top Model down. 

When I book the order and run Autocreate Config the config item is successfully created.  After picking/shipping and running the concurrent programs to generate contracts automatically I view the Contract and I do not see the ATO configured item on the Contract.  I don't understand why the configured item is not on the contract when the configured item is IB Tracked and Contract Coverage Enabled in Item Setup.
