Set up Work Order for MRO part we manufacture in-house

We have an MRO part set up in our Item Master that we make ourselves in the Machine Shop and store in our MRO Inventory Warehouse. What we want to have happen is when the On-hand stock reaches the Reorder Point, we want to create a Maintenance Work Order (WM doc type) to create new parts and send an email to the Maintenance Manager that the Work Order has been created. I know it can be done in Orchestrator, but is there something that is "out of the box" in JDE?
