The Fluid Approval Tile has a count disparity

One of our users has a count of over 7500 on her Fluid Approvals tile.  If she clicks on the tile, it takes over five minutes to load and takes her to the classic page.  When she navigates to the classic page (and I've confirmed this with my own queries) she only has 281 transactions for approval.

She only approves for Expenses.

Can anyone think of why/how this count disparity is happening and what we can do to clear this up?

We are using 9.2 Tools V8.55 Update 25
