Program Management - Enterprise program tree

Hi All,

Our client has the Peoplesoft program management  module implemented and is looking for using the enterprise program tree for generation of reports. The client intends to use the enterprise program tree to maintain their organization structure and generate reports based on the same. Below is the details of the organization structure.

As per the  delivered enterprise program tree structure , we understand that it is possible to maintain the tree only at the Business unit level and have the projects or program grouped under the same. Request to kindly confirm our understanding and whether it is possible to alter the trees and maintain the below mentioned structure and achieve the desired reporting
