OSP resource is not being applied to DJ after PO receipt. It is sitting in pending resource transac

We are testing a clone setup of EBS R12 and during a test of the OSP system we are not getting the OSP resource to be applied to the DJ.  We have a DJs for the OSP resource only.  If a make item is needed for the OSP DJ, we build it in a separate DJ first and upon completion, the item that is a component of the OSP DJ is put into inventory.  It is then later picked to the OSP DJ and a PO for the OSP item is created, tied to the OSP DJ and sent out.
