Upgrade 11.1.2.4 to Java 1.7 issue on Linux (Exalytics)

I have been following the document to upgrade Oracle EPM 11.1.2.4 to Java 1.7.0_xxx (https://support.oracle.com/epmos/faces/DocumentDisplay?id=2351499.1 ).  I downloaded Java 1.7.0_261 from the April updates.  I feel like i followed all the instructions in 2351499.1 for "The Easier Way".  However, when i try to restart my environment i am getting the following error:  

Starting WLS with line:

/u03/app/oracle/product/fmw_epms/jrockit_160_37/bin/java -server   [blah blah blah]

Error: Could not find or load main class JAVA_OPTIONS=-XX:+UnlockCommercialFeatures

I believe this is the setting in 2351499.1 doc that is causing the error: 

Make a backup of the  setEmpEnv.sh (Unix) file and then make the following modification:
