Patching with Dataguard environment can be done without primary site down?

HI

In the readme of "Patch 30446296: WINDOWS DB BUNDLE PATCH 12.2.0.1.200114" I found a reference document "Document 278641.1" mentioning how to apply the patch in Physical standby dataguard environment which is relevant to us as we have 2 node primary and 2 at DR with physical standby. In this reference document it is suggested to follow below major steps;

- stop managed recovery
- stop standby completely  <-- stop standby is in this step
- apply patch at standby first - do not run script (catpatch/catbundle/catcpu)
- stop primary completely   <-- stop primary is in this step
- apply patch at primary
- open standby at mount state
