can someone explain the different versions of patch 28793062 available for 19c?

I have a couple 19c database homes that I have patched up to the latest available RU, so Database Release Update : 19.7.0.0.200414 (30869156). I had applied the 19.6 version of 28793062 (p28793062_196000DBRU_Linux-x86-64.zip) on one but had to roll it back to apply 30869156. On another home I had applied p28793062_190000_Linux-x86-64.zip back in December and did not need to roll back or reinstall a special DBRU version. 

What is the difference between p28793062_197000DBRU_Linux-x86-64.zip and p28793062_190000_Linux-x86-64.zip? From the readme files it looks like they address the same issue. Any reason to not just apply p28793062_190000_Linux-x86-64.zip and forget about the special DBRU version?
