How to achieve delivery challan process in Oracle.

Business user process for issuing material is called delivery challan. Business is of networking, installation of various electronic devices like cameras. For installation of cameras some material must be issued but exact material requirement is not known. For this lump sum material is issued against the project or customer. Track of it is maintained in excel. After installation is completed, whatever remaining material is taken back. How can we implement it in Oracle. Misc txn access cannot be given to the end user. We need track material on site against the project or customer.
