Oracle 19c Database Software

We would like to support Oracle 19c in our software. I was trying to download Oracle 19c server package from download list and believe that WINDOWS.X64_193000_db_home.zip is correct version for Oracle Database Server Software. But found that it is not proper package and after installation, it is not creating proper directory structure as expected and ORACLE_HOME path, product folder. So Can you please confirm us regarding this. If it is not correct package of software then when are you going to update into download list and available for download..
