Garnishment Law Source guidance

Would anyone feel comfortable sharing how their organization populates the Garn Rule table State Garn Law field on the GARN_SPEC6 page? 

Do you select the state in which the employee works or the state in which the garishment order was received from? 

The highlighted statement below from Peoplebooks seems to indicate the work state would be used if orders were received from multiple states which leads me to believe the state of issuance should be used when only one order is in place.  Am I interpreting this correctly? 

Law Source and Rule ID:  Select the jurisdictional entity (garnish law source) and unique rule ID for the garnishment rule that you're applying. This information is maintained in the Garnishment Rules table.  You can enter multiple garnish law sources and rule IDs for each employee. Typically, you enter the federal code (
