Secondary Ledger - Journal Conversion Rules

Question:  When creating a new Secondary Ledger can we set the Journal Conversion Rules: Transfer Journals to this Secondary Ledger to 'No' for Source=Other, Category=Other at the time of creation and then come back, say couple of weeks later, and change to "Yes" ?  thus basically turning the ledger on at that time.
